What is temporary work?
The term temporary work describes a short-term, temporary form of employment. Although this can technically refer to any form of temporary employment, in general, temporary work refers to work through a so-called temp agency.
This is a form of employment in which employed skilled workers (“temporary workers” or “temp workers”) are deployed on a loan basis in a company (“employee leasing”). Particularly in case of urgent staffing requirements, temporary employment can offer a practical solution for filling a vacancy quickly.

How does temporary employment work?
Why should companies hire temporary workers, other advantages and disadvantages for employers.
Temporary work (often shortened to temp work) refers to a form of employee leasing.
A personnel service provider (an agency) leases out a skilled worker—or their know-how—to an external company that requires personnel immediately. This follows previously agreed terms and conditions and is normally for a fixed period of time.
All in all, temporary employment is the only form of employment in which three parties are involved. However, although the borrowed employee (the temporary worker) is employed in an external company, they are not automatically employed there as well.
The temporary worker initially signs their employment contract with the staffing agency and remains employed by the former throughout their assignment at the third-party company.
The temporary worker also receives their salary — after deducting some fees — from their actual employer (the temp agency).
The third-party company is responsible for onboarding and often for providing any material necessary to perform the job as well. However, the staffing company is responsible for issuing a certificate of employment for the assignment.
Different countries will have different laws regarding how the parties work together. For example, in Germany, all the important rights and obligations of the parties involved are laid down in the German Personnel Leasing Act (AÜG).
What happens when temporary workers are no longer needed?
If the company no longer requires the temporary worker’s services, they will simply stop the collaboration.
The temporary worker initially ends up back in the staffing company’s talent pool until a new assignment is found for the employee. That is why temporary work is often also called staff leasing.
Can temporary workers also be taken on permanently?
Yes. If both the temporary worker and the company enjoy the collaboration, the temporary worker can, in some cases, also be hired and permanently employed by the company.
Personnel leasing (in addition to direct staff placement) is therefore used in many companies as an instrument for personnel recruitment and is sometimes even part of the recruitment strategy .
How long can temporary workers be leased out?
The regulations on this differ per country.
For example, according to the German Temporary Employment Act (AÜG), the maximum period for which a temporary worker can be leased out cannot exceed 18 months.
This means that temporary workers may be employed for a maximum of 1.5 years in one and the same (third-party) company.
If the maximum assignment period is exceeded, an employment contract between the third-party company and the temporary worker may automatically come into effect.
Temporary staffing is an important part of the labour market. This is because temp agencies cover a broad spectrum of workers with a wide range of skills and qualifications. Companies can find both unskilled workers and well-trained specialists.
Sometimes it happens that several team members in a company resign shortly after each other, take maternity leave, or leave for early retirement. Sometimes, a company can struggle with immediate staff shortages due to illness (e.g. Corona or flu).
Another reason can be that the company is scaling rapidly and the workload is causing overwork and burnout in the team… Long story short: There are many reasons that can cause an urgent need for personnel.

Employers can expect other benefits, including short-term staffing options and a large talent pool. However, recruiters should be aware of a few drawbacks. We briefly outline both below.
Advantages of temporary staffing
- Custom-fit recruiting: Instead of having to search for the right talent in the broad mass of job seekers , recruiters can specifically request the hard skills they’re looking for from the staffing firm and find suitable talent faster.
- Significant cost savings in recruiting: A vacant position becomes more expensive the longer it remains unfilled. And the time spent on writing a job ad, applicant management, screening , and interviewing processes are also factors that can be shortened with staff leasing.
- More flexibility in staff scheduling: For companies looking to compensate for sick or maternity leave, temporary workers are a great solution. They are available quickly and can leave with very short notice (generally between 2 and 14 days, depending on the length of employment) when their help is no longer needed.
- Contributing to more diversity in the team: Temporary employment also contributes to integration. In fact, foreign professionals who experience problems finding work through the usual channels—for example, due to bad and unfair shortlisting practices—can often get a job through an agency more easily. Integrating them in the third-party company can contribute to the company’s diversity recruitment goals and provide valuable cultural add —that is, enriching the corporate culture with valuable skills—in the team.
- No ancillary wage costs: In addition, companies only pay the gross remuneration and do not have to pay ancillary wage costs (i.e. social security contributions, holiday days, sick leave). The staffing agency deducts these (in addition to a service fee) before paying the net remuneration to the temporary worker.
- Easy to calculate: Because companies only compensate the temporary worker for hours actually worked, it’s easier to keep track of the staff leasing budget and costs can be better planned and estimated.
Disadvantages of temporary employment
- Qualified staffing agencies hard to find: There are many staffing agencies, but not everyone signed up with them is truly qualified for the job. Companies should therefore ideally find out in advance about other recruiters’ experiences with a temporary staffing agency.
- “Equal Pay” after several months: In Germany, for example, temporary workers must be compensated at the same rate as the company’s permanent workforce after more than nine months of employment with the third-party company.
- Calculation of deadlines is complicated and often unclear: It is particularly important to know and keep an eye on the deadlines for the deployment of temporary workers (e.g. when equal pay sets in or the maximum transfer period). This can sometimes be difficult and confusing.
- Takeover is rarely seamless: If a company actively decides to hire temporary workers on a permanent basis, this rarely happens without a transitional phase. For example, the contract with the staffing service provider must first expire, or the temporary worker must give notice and wait for the notice period.

Temporary Assignments Policy
[Company Name] may periodically re-assign employees to other work locations for temporary duty based on business need. The purpose of this policy is to complement [Company Name]'s relocation policy and its business travel policy. Under this policy, temporary assignments are not less than 60 days and not more than 180 days.
Temporary assignments are subject to a written agreement detailing the terms of the assignment and the approximate duration. The distance of the new work location must be greater than 50 miles from the employee's regular work location. We shall start in the morning. I will take you from Kaliningrad or any other hotel in kaliningrad region. We will go to Yantarny village for a walking tour, then to Svetlogorsk for a walking tour and back to your hotel. We will drop into nice amber shops and a cafe for a snack.
Yantarny – City of Amber in the Kaliningrad Province
Yantarny has become a sought-after resort.
Yantarny is a beautiful resort at the Baltic Sea with long stretches of white sandy beaches. The name “Yantarny” comes from the Russian word “Yantar” which means “Amber”. It was previously known as “Palmnicken” and this beautiful town has seen a lot of development over the last couple of years which has transformed it into a sought-after resort.
Previously Yantarny was not open to the Russian Public and most definitely not to foreigners. Now everybody can visit this beautiful town. Personally I love this beach as it is one of the most beautiful that I have seen around the Baltic Sea in the Kaliningrad Oblast Region. Sadly many beaches have been washed away over the years like in Svetlogorsk, where only a small beach remains.
When is the best time to visit? In my opinion during the summer. Spring is still cold and very windy.
The history of Yantarny.
This beautiful town has a very interesting but sad history. It was founded in 1234 by the Crusading Tetonic Knigts who settled here. Both Sweden and Russia occupied it in the 17th century but it ultimately stayed the part of the German Empire and Prussian Flag. In 1827 the town became a major local Amber producer and it is still to this day. It was during this time that Palmicken became a spa resort.
It was conquered by the Soviet Red Army at the beginning of April 1945 when Nazi Germany was defeated. The Kaliningrad Oblast Region became part of Russia as part of the 1945 Potsdam Conference. Germans left or were expelled and this town was populated by Russians, Belarusians, Ukranians and Tartars. It was renamed to Yantarny – The City of Amber.
The massacre of Palmnicken.
When we visited Yantarny we were taken to an interesting memorial for fallen Jews during World War II. I couldn’t wrap my mind around the reason why this monument would be standing here. I know Russia had a lot of Russian Jews but it didn’t make sense and Andrey´s friends also didn’t know the reason. Luckily I managed to find information on the Internet and that was when I discovered the sad story.
When the Soviet troops advanced in January 1945, the East Prussian sub camp of the Stutthof concentration camp was disbanded. The inmates were sent by the Nazis through Königsberg to Palmnicken. During the forced march a total of 13,000 men, woman and children were sent and only 3,000 survived. When they arrived in Palmnicken, they were walled up within a tunnel of an amber mine.
The manager of the mine complaint and this plan was abandoned. On the night of January 31, the prisoners were brought to the beach of Palmnicken. They were driven into the sea while being fired upon. Only 33, known by name survived.
The monument that are visited by many people have been unveiled on January, 30 in 2011. Frank Meisler designed the monument and you can see hands lifted to the sky. This is a symbol of perishing people. Sadly, the monument was vandalized with paint by anti-Semitic slogans on August 24, 2011. Luckily this hasn’t happened again and the monument was in perfect condition when we visited.
Top things that can be seen and done in Yantarny.
- Walk on the beach and look for amber. This is a lot of fun and I am sure you will be able to find small stones. If you are there during the summer, you can participate in the Amber Festival, which is held annually.
- Have a picnic on the beach. There are many places where you can have a traditional Russian picnic with friends on the beach.
- Stroll among the trees in Bekker’s Park. These trees were planted in the 19th century.
- Have lunch at one of the many restaurants with a spectacular sea view.
- Visit the Jewish Memorial on the far side of the beach.
- Admire the old German Houses. There are beautiful houses to be seen if you want to walk around and explore the neighbourhood.
- Do not forget to visit the beautiful Amber Castle and admire the craftsmanship there.

Yantarny, Kaliningrad region (Palmnicken)
Yantarny (until 1947 Palmniken) is an urban-type settlement located in the west of the Kaliningrad region, on the Baltic Sea coast, 48 kilometers from the regional center - the city of Kaliningrad .
Yantarny is considered the "capital" of the Amber region and the best resort in the Kaliningrad region.
The largest amber reserves in the world (about 90%) are concentrated in Yantarny and there is a unique place of its kind where amber is extracted on an industrial scale by an open method. The village is also famous for its wide sandy beach strip and some interesting sights.
A brief history of Yantarny
Yantarny was part of East Prussia until 1946.
The settlement of Palveniken (Palweniken) was first mentioned in documents in 1389. The name comes from the Prussian word "palwe", which means "wasteland, treeless swamp". By 1491, the name was transformed into Palmeniken (Palmenicken), and later the German form "Palmniken" was fixed.
The official date of Palmniken's formation is considered to be 1654. The main activities and means of earning the population of Palmniken were the extraction and processing of amber and fishing.
After the end of the Great Patriotic War, Palmniken, together with the entire region, departed from the USSR and was renamed Yantarny.
For a long time, Amber remained in relative neglect. But, starting in 2016, when the first Blue Flag beach appeared in the village, Yantarny began to develop and refine more intensively, turning into a resort, and thereby attracting an increasing number of tourists.
Beaches in Yantarny
Yantarny is famous for the longest and widest sandy beach strip in the region on the Baltic Sea coast, which runs along the entire village and goes beyond it.
The sand on the beaches is light and fine. Small pebbles are found near the edge of the seawater. The approach to the sea is gentle, the bottom is mostly sandy.

The promenade in Yantarny
The promenade in Yantarny was opened in 2014 as an object of tourist infrastructure and since then has been one of the attractions and a popular place for walking and relaxing in Yantarny.
The promenade is completely pedestrian, made of Siberian larch, has wooden railings.
The length of the promenade is just under 2 kilometers. Decorative lanterns are installed on the promenade, there are places to rest and urns.

Amber Lake (Sinyavinskoe)
Lake Sinyavinskoye or Amber Lake is a freshwater reservoir that was formed on the site of the former Walter quarry for the extraction of amber.
When the amber-bearing rocks in the quarry were worked out, the quarry was deemed unprofitable and closed, the quarry was filled with spring and groundwater, resulting in the formation of a pond (lake).
Lake Sinyavinskoe is located between the villages of Yantarny and Sinyavino.
The approach to the pond is mainly limited by sufficient steepness and thickets. From the side of the village of Yantarny near the shore of the lake there is a small sandy beach - "Sinyavinsky Lake beach" or "Yantarny Lake beach".
The water in the pond is clear.
Near the lake beach there are : a volleyball court, a recreation center "Pearl" and two diving centers.

Becker Park
Moritz Becker Park is a city park that is a historical monument and the pearl of Amber.
The park is located in the center of Amber, on an elevated terrace near the Baltic Sea and the Central Beach.
In Becker Park , notable :
- alleys running through the park;
- rare plants and trees;
- a memorial sign to the founder of the park - Moritz Becker;
- literary and amber trail (Coastal Alley), along the eastern side of which stands with profiles of famous poets and poetesses and excerpts from their works are installed;
- the Museum of the Baltic Sea Countries, which is an open-air museum, whose sculptures, located near the alleys of Becker Park (central, coastal and middle), with the help of mythical creatures or heroes of national fairy tales, tell about the environmental problems of the Baltic Sea;
- view swings installed on the site above the cliff of the park in such a way that when swinging on them, views of the Yantarny Beach and the Baltic Sea open up. The swing is located on a wooden platform, on which, in addition to the swing itself, there are places for rest, urns. Panoramic views also open from the playground and benches;

Squares in Yantarny
There are no large areas in Yantarny.
There are two small but cozy squares in the village, located on both sides of Becker Park.
Masters Square is the central and most attractive square in Amber.
The square got its name in 2007 in honor of the masters of jewelry, who in different periods of time devoted their talents and creative forces to amber.
On the square there are : a vintage-style trade and exhibition complex; cafes and eateries; places for recreation; retail outlets, which, among other things, sell amber products and amber cosmetics.

Church of the kazan icon of the mother of god (palmniken church).
The Church of the Kazan Icon of the Mother of God is an Orthodox church, which is the main shrine of the village of Yantarny.
The current and restored church was originally the Palmniken Lutheran Church, founded on September 8, 1887. The church was built of boulders and shaped bricks and was a smaller copy of the Chapel of St. George of the royal castle of Montbijou on the outskirts of Berlin.
In 1990, the church building was transferred to the Russian Orthodox Church. On January 13, 1991, the shrine was consecrated as a temple of the Kazan Icon of the Mother of God.

Entrance sign "Virgin of the Baltic"
The entrance sign "Virgin of the Baltic", also known as the "Mermaid composition", is an entrance sign in the form of a mermaid composition in sea waters, installed at the southern entrance to Yantarny (from the city of Kaliningrad) - Sovetskaya Street.
The sign is one of the symbols of the village, and its part is depicted on souvenirs and postcards.
The sign was built in 1998 by the art cooperative "Victoria". Subsequently, restoration work was carried out.
A local legend is associated with this sign, which tells about the love of a fisherman and a mermaid - the daughter of the ruler of the sea waters of Triton. Having learned about the love of his beloved daughter for an ordinary fisherman, the lord of the water elements became enraged and killed the fisherman. The mermaid wept bitterly until her tears became amber pebbles, exactly those that were carried ashore by the waves and found by the villagers and vacationers on the coast.

Observation deck of the Amber Combine (Primorsky quarry)
The observation deck of the existing Primorsky open-pit amber quarry is a unique tourist attraction, since visitors to the site, located at an altitude of more than 50 meters, can observe in real time the work in the amber quarry - the only place in the world where amber is extracted on an industrial scale by open-pit mining.

Amber Factory Museum
The Museum of the Amber Combine is an interactive exhibition hall called the Amber Chamber.
The exposition of the museum, located on the ground floor of the building of the restored former Tool shop of the Kaliningrad Amber Combine, tells about the history and industrial activity of the combine, and also shows the amber collection of the enterprise.
In addition, the hall is equipped with a photo zone where you can sit on the "Amber Throne", try on an amber tiara and amber beads, while taking photos for memory.
In addition to the exhibition, the museum also functions as a retail space where guests can buy amber souvenirs, gifts and jewelry with amber and amber.

The layout of the "Palmniken of the late XIX century"
The ceramic model "Palmniken of the late XIX century" depicts Palmniken at the end of the 19th century.

Mass grave of Soviet soldiers
The mass grave of Soviet soldiers who died in April 1945 was formed during the fighting. More than 50 people are buried in it.
The monument was erected in 1950.
In 2006, a symbolic reburial of unknown pilots who died in the vicinity of Palmniken was moved to a mass grave - a two-seater aircraft, presumably of American production, was found in the quarry area, the remains of the pilots were not found.

Monument to the victims of the Holocaust
The Monument to the victims of the Holocaust is a memorial to the victims of the "Death March", which is designed to remind and never forget about the tragedy that became the last act of the Holocaust in East Prussia and occurred in January 1945, when several thousand people were shot on the Baltic Sea coast, who were brought to Palmniken from the ghettos and concentration camps of East Prussia.
The monument is set on a two-tiered base, carved from granite, seven-meter-high three arms raised to the sky, on which are the numbers of concentration camp prisoners.
"They are pulling their hands up out of the water in search of salvation, help, which did not come at that moment," explains the idea of one of the authors of the project - Frank Meisler.
A little to the north of the monument there is a memorial sign - a small pyramid created from field stones, on which a memorial plaque with the inscription is fixed: "In memory of the 7000 victims of the Holocaust killed by the Nazis on January 31, 1945 ..." and a plaque: "The memorial was installed at the expense of the Jewish Community of Kaliningrad ...".

Observation deck "Anna Mine"
The Anna mine is the former Anna amber mining mine, which was founded in 1883 in the village of Pilmniken.
Since 1922, due to unprofitability, work began on the conservation of the mine, and soon the production was closed.
Currently, only small remnants of the Anna mine have been preserved, including the remains of the Anna mine retaining wall, above which the Anna Mine observation deck is located.
